E911CCAS is a comprehensive cellular coverage analysis that evaluates the quality of indoor and outdoor signal across a property. It measures signal strength against baseline standards to determine whether there is enough coverage to successfully place a 911 call.
The survey is typically conducted floor by floor to identify the specific areas that pass or fail. Our engineers walk hallways, offices, critical areas and rooms where people gather, emulating phone calls to verify 911 call reliability.
It’s more than just making a phone call.
Federal regulations such as Kari’s Law and RAY BAUM’S Act require building owners to make sure their communication systems, like multi-line telephone systems, allow direct 911 calls.
With most people now carrying a mobile phone, many 911 calls depend on cellular coverage. An E911CCAS adds a layer of due diligence by verifying that people in your building have enough coverage to reach emergency services from their phones.
A report you can act on.
Results are delivered in a technical report with summary tables of coverage quality for each floor and wireless carrier, plus grid maps of every surveyed floor plan. Each dot on a map is a signal measurement along the surveyed path, and those measurements determine the signal quality of each grid square.

Preliminary consulting
With key stakeholders such as the building owner and facility manager, we learn about the cellular coverage experience and obtain floor plans to plan the site visit.
- Step 2
Site survey coordination
Our engineers schedule and plan the site walk with your team, arrange an escort if needed and confirm the rooms and areas on the test route.
- Step 3
Site survey and test
Engineers perform a walk test of the agreed areas and, depending on the property, a drive test as well.
- Step 4
Data analysis
We analyze the data with proprietary software for E911 compliance, commercial service quality, voice communication and data service quality.
- Step 5
Technical report review
We review the report with your stakeholders and, if coverage improvements are needed, discuss the path forward.
